Thud Factor for August 12, 2008 covering contracts
announced August 1-12

 

Boeing Launch Services (El Segundo, CA) bagged the largest announcement from Aug. 1-12 with a $1.6 billion contract for Delta IV and associated space asset engineering, integration and infrastructure.  The Thud waits for a similar contract to go to Lockheed to support its Atlas V EELV and associated space assets.

 

IED jam and defeat saw three separate contracts over the nine business days covered in this edition of the Thud Factor.  Lockheed Martin picked up a contract for $38.1 million, TT Corporation another support services contract for $39.6 million and EDO Corporation out of Thousand Oaks, CA won a $187.3 million contract for 2,873 remote control improvised explosive device electronic warfare systems.  All three contracts are expected to complete before 2010; may these systems be quick to field and extremely effective.

 

The Navy continued in its commitment to the F-18 family, which has been a common Thud Factor theme over the past year.  One does wonder if the F-18 family will become more than a gap-filler for Navy variants of F-35.  McDonnell Douglas was awarded a $659.2 million contract for 16 F-18s in two variants, while Northrop Grumman Bethpage, New York won a $48.8 million contract for software services applicable to both the EA-6B and EA-18G.

 

General Dynamics Land Systems was awarded a $766 million for: “the development and manufacture of System Development and Demonstration two (SDD-2) Expeditionary Fighting Vehicle (EFV) prototypes.”

“General Dynamics has achieved a true break through in combat vehicle design by

providing high water speed, outstanding cross country mobility, fire power and

protection in an amphibious vehicle. The Expeditionary Fighting Vehicle (EFV)

transport them to shore at speeds in excess of 20 knots (three times the current

platform’s speed). EFV provides the elements of flexibility and tactical surprise critical

to establish battlefield dominance. Its inherent land mobility will generate uninterrupted

momentum to attack the enemy’s critical vulnerabilities.”

AM General, LLC, South Bend, Ind., was awarded on Aug. 8, 2008, a $247,546,000 firm-fixed price contract for high-mobility multi-purpose wheeled vehicles.  Work will be performed in Mishawaka, Ind., and is expected to be completed by Dec. 31, 2009.  Contract funds will not expire at the end of the current fiscal year.  One bid was solicited on Mar. 17, 2006.  TACOM, Warren, Mich., is the contracting activity (DAAE07-01-C-S001).

 

AIR FORCE

 

Syracuse Research Corp., North Syracuse, N.Y., is being awarded an indefinite delivery requirements contract for $95,000,000. The purpose of this contract is to obtain the expertise to support the 453rd Electronic Warfare Squadron in developing and maintaining the Sensor Beam program. At this time, no dollar amount has been obligated. Air Force Intelligences Surveillance and reconnaissance Agency at Lackland AFB is the contracting activity (FA7037-08-D-0002).

The Harris Corp., Rochester, N.Y., is being awarded a $62,110,538 modification to a previously awarded contract (N66001-07-D-0054). The modification (#P00003) will include additional contract line items for maritime single-channel, handheld radios and maritime handheld and vehicular components and accessories for the U.S. military. The Harris Corp., software-definable radio supports interoperability in joint operations of the U.S. military as well as among other government personnel.  This modification brings the cumulative value of this contract to $4,447,504,598. Work will be performed in Rochester, N.Y., and work is expected to be completed Jun. 2009.  Contract funds will not expire at the end of the current fiscal year. This modification was negotiated as a supplemental agreement on a sole source basis in accordance with 10 U.S.C. 2304(c)(1), Only One Responsible Source (FAR Subpart 6.302-1).  The Space and Naval Warfare Systems Center, San Diego, Calif., is the contracting activity.

The Air Force is modifying a cost plus award fee contract with the Boeing Launch Services of Huntington Beach, Calif., for $1,655,545,303. This action included in the face vale of this action is the previously disclosed NTE in the amount of $582,297,350 and an additional $516,147,820 to extend the period of performance to maintain critical engineering and integration skills and the infrastructure necessary to support the Delta IV Program and our nation's space assets through the end of FY09. In addition this action has added an option for FY10 in the amount of $557,100,133 for continuation of the same effort. At this time no funds have been obligated. Space and Missile Systems Center, Space Launch and Range Systems Material Wing (LR), Los Angeles Air Force Base, El Segundo, Calif., (FA8816-06-C-0001, P00024).

BAE Systems Tactical Vehicle Systems LLP (BAE-TVS), Sealy, Texas, is being awarded a $317,967,619 firm-fixed-priced modification to a previously awarded contract (M67854-07-D-5030), delivery order #0004, for the purchase of Engineering Change Proposals (ECPs) and Integrated Logistics Support (ILS) for the 1,024 vehicles included in the order. Work will be performed in Sealy, Texas (58 percent) and Fairfield, Ohio (42 percent), and is expected to be completed Dec. 2008. Contract funds will not expire by the end of the current fiscal year. This contract was competitively procured. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

 

TT Corp, Advanced Engineering & Sciences, Herndon, Va., was awarded on Aug. 7, 2008, a $39,661,661 IDIQ time & material task order, contract for operational support services to the Joint Improvised Explosive Device Defeat Organization (JIEDDO) for Corps, Combined Joint Task Force Support Teams.  Work will be performed in Iraq and Afghanistan, and is expected to be completed by Apr. 10, 2010. Contract funds will not expire at the end of the current fiscal year. There were four bids solicited on May 6, 2008, and three bids were received. US Army Research Development & Engineering Command, Acquisition Center, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-08-D-0026).

EDO Communications & Countermeasures Systems, Thousand Oaks, Calif., is being awarded a $187,354,324 firm-fixed-price modification to previously awarded contract (N00024-07-C-6311) for the production and support of 2,873 JCREW 2.1 Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) systems to meet urgent Department of Defense (DoD) requirements in support of Operation Iraqi Freedom. Vehicle Mounted CREW systems are one element of the DoD's Joint Counter RCIED Electronic Warfare program. Spiral 2.1 CREW systems are vehicle mounted electronic jammers designed to prevent the initiation of RCIEDs. This contract modification is for the urgent procurement and support of CREW systems, to be used by forces in each of the military services of the U.S. Central Command Area of Responsibility.  The Navy manages the joint CREW program for the Office of the Secretary of Defense's Joint IED Defeat Organization (JIEDDO).  Work will be performed in Thousand Oaks, Calif., and is expected to be completed by Apr. 2009.  Contract funds will not expire at the end of the current fiscal year. Lockheed Martin Corp., Maritime Systems and Sensors, Manassas, Va., is being awarded a modification to previously awarded contract (N00024-06-C-6363) with an amount not to exceed $38,124,522 for the production and delivery of 286 SYMPHONY Improvised Explosive Device (IED) Jammer Systems. Included in the procurement are field test sets, operator reference cards, uploader software, user guides, program protection, tool kits, depot support, field service engineering, and system documentation in support of Multi-National Security Transition Command-Iraq (MNSTC-I). The SYMPHONY IED Jammer System is a programmable, radio-frequency IED defeat system that is vehicle mounted. Vehicle mounted systems are one element of the Department of Defense's Joint Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (JCREW) program. Work will be performed in Manassas, Va., (22 percent), and Clearwater, Fla., (78 percent), and is expected to be complete by Nov. 2009. Contract funds in the amount of $727,170 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity.

BAE Systems Advanced Information Technologies of Burlington, Mass., is being awarded a cost plus fixed fee contract for $21,490,727. This effort will develop, demonstrate and deliver a single platform and multiple platform software system that enables long term maritime and ground target tracking. The effort will involve development in technology areas including advance radar sensor networking and communication. The performance of the single platform and multiple platform configurations will be evaluated and demonstrated in a laboratory simulation environment utilizing real and simulated data. The software system will also be used and evaluated during a series of flight tests and demonstrations. At this time $7,688,926 has been obligated. Air Force Research Laboratory/RIKF, Rome, N.Y., is the contracting activity (FA8750-08-C-0217). 

 

 

  

 

 

 

  

Thud Factor for July 31, 2008 covering contracts announced July 3-31

 

C4ISR was a strong, high-dollar value thread through DoD contract announcements this month.  Also of note were numerous construction and MRO contracts, some of which are listed below here.  An interesting, and encouraging takeaway from these contracts is an emphasis on connectivity through secure communications, a common operational picture (COP), JTIDS and innovative surveillance and reconnaissance ideas via tethered aerostats and a consistent number of construction contracts to Northrop Grumman’s Global Hawk program. 

 

Boeing is working on an interesting premise, one that would use the Iridium satellite constellation as essentially another set of spaceborne platforms for the existing NAVSTAR GPS constellation.  In theory this could lead to greater satellite “availability”.  It will be interesting to see if, and how this premise is validated.

ITT Systems Division of Colorado Springs, Colo., is being awarded a fixed price, cost plus award fee with const reimbursable line items contract for $33,697,369. The Tethered Aerostat Radar System (TARS) is a counterdrug program funded by the Deputy Assistant Secretary of Defense for Counter Narcotics, Counter Proliferation, and Global Threats. It provides a radar surveillance capability able to detect low-level targets in the United States – Mexico border, the Florida Straits, and southwest Puerto Rico regions in support of USNROTHCOMs and USSOUTHCOM's Counterdrug/Counter-Narco Terrorism (CD/CNT) missions. In addition to the CD/CNT mission, TARS surveillance data also supports North American Aerospace Defense Command's (NORAD) air sovereignty mission for the Continental United States (CONUS). This contract requires operating, maintaining, and supporting eight operational TARS sites 24 hours a day/seven days per week (24/7). Additionally, a key element of this contract is for the contractor to provide life-cycle management (cradle-to-grave) support for the entire TARS network. At this time $1.5 million has been obligated. ACC AMIC/PKC SunTrust Building, Newport News, Va., is the contracting activity (FA4890-08-C-0005).

General Dynamics C4 Systems, Scottsdale, Ariz., is being awarded a $23,592,207 firm-fixed-price contract for 41 Digital Modular Radios (DMR) and other ancillary hardware. DMR is a software definable radio that operates UHF SATCOM, Single Channel Ground and Airborne Radio System (SINCGARS), Line of Sight (LOS) and HF waveforms on Navy surface and subsurface platforms. The contract includes CLINs (contract line item numbers) for potential DMR procurements in FY09 and FY10. Work will be performed in Scottsdale, Ariz., and is expected to be completed by November 2010. Contract funds will not expire at the end of the current fiscal year.
